Why should we develop industrial clusters? Reporter’s research: building cluster advantages and winning a bigger stage for industrial cooperation
CCTV News:A few days ago, the Ministry of Industry and Information Technology launched the selection of characteristic industrial clusters of small and medium-sized enterprises in 2022. According to the plan, China will cultivate 200 characteristic industrial clusters of small and medium-sized enterprises during the 14 th Five-Year Plan period.Next, let’s learn more about the industrial cluster of small and medium-sized enterprises. Why should we develop this model of industrial cluster? Let’s listen to the expert’s analysis first.

Experts pointed out that the mode of industrial cluster can help small and medium-sized enterprises to connect resources and integrate factors, promote the implementation of the policy of benefiting enterprises, and help the country to strengthen the supply chain of industrial chain in a targeted manner.
Yang Jianjun, Vice President of China Institute of Electronic Technology Standardization:Especially at present, our market demand is insufficient, and the cost of raw materials and labor is relatively high. By (cultivating) the industrial cluster of small and medium-sized enterprises, the flow of capital, talents and information can be accelerated, the implementation (effect) of the whole SME policy can be improved, and the development of the whole SME can be promoted.
Up to now, there have been more than 600 demonstration zones of massive economic industrial clusters, county-level characteristic industrial clusters and characteristic towns, which have played an increasingly important role in promoting local economic development.
Just now, I introduced the advantages of industrial cluster, so how does it help local small and medium-sized enterprises break through various difficulties and achieve development? We will follow the reporter and turn our attention to Hebei to see the reporter’s local research.
Pingxiang County, Hebei Province is the main gathering place of bicycle and baby carriage manufacturers in China. There are more than 2,600 related enterprises in the county, with an annual output of 10 million bicycles and 50 million baby carriages, accounting for 40% of the global market. In the testing center of this enterprise, a self-developed carbon fiber children’s balance car has just been successfully rolled off the assembly line.
Dong Hongzhi, general manager of a bicycle company in Hebei:In the later stage, we put it into production in batches and put it into domestic and international high-end markets.

At present, many products developed by enterprises have entered the international market. However, in the early days, enterprises could only produce a single component of bicycles, without technology, only by processing, and the profits were very meager. Like many small and medium-sized enterprises, Dong Hongzhi also thought about technological breakthrough, but the most important thing is that there is no talent.
Dong Hongzhi, general manager of a bicycle company in Hebei:There are few talents in small places. Let’s recruit them from other places, but we can’t keep them. Without R&D talents, how can we produce products that the market likes? For our enterprise, talent is our core competitiveness.
Dong Hongzhi’s problem is also a common dilemma in the development of local small and medium-sized enterprises.
Deng Chengxun, President of Bicycle Industry Association of Pingxiang County, Hebei Province:If an enterprise wants to connect with so many universities and scientific research institutions, people are definitely unwilling.
In order to break the business model of "going it alone", Pingxiang County has started to build characteristic industrial clusters in recent years, and given incentives and support in various aspects such as enterprise entry, product research and development, brand creation and digital empowerment.
Deng Chengxun, President of Bicycle Industry Association of Pingxiang County, Hebei Province:We have a complete industrial chain of bicycles and baby carriages, with thousands of enterprises and an annual output value of more than 30 billion. If we talk about cooperation with him in the name of industrial clusters, it will be different. At first glance, people are willing to do this thing because our market for scientific research results is so big, and they can also innovate around all links in the industrial chain.

Relying on the advantages of cluster, Pingxiang County cooperates with Tongji University and other institutions of higher learning and research institutes to build an innovative development platform for thousands of local enterprises. As long as there is demand, enterprises can find corresponding scientific research institutions to research and develop innovation together. From the beginning, no one wants to come to the present, this company has a research and development team of nearly 20 people, and it can launch 5— The export orders for six new products have been scheduled for January next year.
He Zhili, Director of the Office of Science and Technology Bureau of Pingxiang County, Xingtai City, Hebei Province:A series of information sharing platforms such as industrial design, technological innovation and quality inspection in the cluster can further promote the innovation and development of enterprises.

In the first eight months of this year, the overall revenue of leading industries such as bicycles and baby carriages in Pingxiang County exceeded 20 billion yuan. Characteristic industrial clusters are not only the support for the development of small and medium-sized enterprises, but also the booster for the development of Pingxiang county economy.
