According to the Notice of Jiangmen Municipal People’s Government of Jiangmen Municipal Committee of the Communist Party of China on Printing and Distributing the Institutional Reform Plan of Jiangmen Municipal People’s Government (Jiang Fa [2009〕16No.), the Municipal Editorial Board "Notice on Printing and Distributing the Implementation Opinions on the Institutional Reform Plan of Jiangmen Municipal People’s Government" (edited by Jiang Ji [2009〕seven) spirit, the establishment of Jiangmen City Development and Reform Bureau, plus the brand of Jiangmen City Price Bureau, as the working department of the Municipal People’s government.
I. Adjustment of responsibilities
(1) Duties assigned.
Assign the responsibilities of the former Municipal Development and Reform Bureau to the Municipal Bureau of Economic and Information Technology for formulating and compiling industrial planning and industrial policies for industry, commerce and trade circulation and informatization.

Transfer the responsibilities of the former Municipal Price Bureau to the Municipal Development and Reform Bureau.

Second, the main responsibilities
(a) to implement the national and provincial policies, laws and regulations on national economic and social development, formulate and organize the implementation of the city’s national economic and social development strategy, long-term development plan, annual development plan and main indicators of national economic and social development plan, and study and put forward control objectives and measures for total balance, development speed and structural adjustment; Put forward the comprehensive application of various economic means and policy suggestions; Entrusted by the Municipal People’s Government to submit a report on the national economic and social development plan to the Municipal People’s Congress.
(two) research and analysis of the city’s economic situation and development, macroeconomic forecasting and early warning, research on major issues in macroeconomic operation, put forward macro-control countermeasures and suggestions, and coordinate economic and social development.
(3) To undertake the responsibility of guiding, promoting and comprehensively coordinating economic system reform, study major issues of economic system reform, put forward opinions and suggestions on economic system reform, organize and formulate comprehensive economic system reform plans, and coordinate relevant special economic system reform plans; Coordinate the reform of commodity factor markets system and the supporting reform of rural economic system; Supervise and inspect the implementation of economic system reform plans and programs.

(VI) To study the development and utilization of energy, put forward a comprehensive energy development strategy and organize its implementation, improve the management of the energy industry, promote the strategic adjustment of the energy structure, draw up the development plan and annual plan of the energy industry, study and put forward suggestions on relevant system reform, monitor and analyze the development of the energy industry and energy security, and plan the layout of major energy projects.

(fifteen) standardize the price behavior of operators, and stop unfair price behaviors such as low-price dumping, profiteering and price fraud; Organize the implementation of clearly marked prices of commodities and charges; Guide the price self-discipline of the industry and maintain the price order of fair competition.
(sixteen) to supervise and inspect the prices of goods and services, administrative fees, operators and intermediary organizations in accordance with the law, and to impose administrative penalties and administrative compulsory measures on illegal acts of prices and fees.
(seventeen) to organize and guide the mass price supervision activities; Accepting complaints and reports on prices and charges; To guide and supervise the relevant departments directly under the municipal government and the management of prices and charges in various cities and districts; Coordinate and handle price and charge disputes between departments and industries.

Third, internal institutions
According to the above responsibilities, the Municipal Development and Reform Bureau (Municipal Price Bureau) is set up.15Internal institutions:
(1) Office
Organize and coordinate the daily government affairs of the bureau, and be responsible for the coordination of government supervision, meetings, messages, confidential, confidentiality, files, letters and visits, suggestions of deputies to the National People’s Congress, proposals of CPPCC members, and the openness and import of government affairs.ISOManagement, environmental sanitation, agency finance, asset management, family planning, vehicle maintenance, etc.

Analyze and study the macroeconomic situation, conduct macroeconomic monitoring and forecasting, organize research on major issues of economic and social development, organize research and put forward economic forecasting objectives, put forward macro-control objectives and policies, and make suggestions on promoting economic and social development by using various economic means and policies; Write a comprehensive economic analysis report and draft a report on the national economic and social development plan; Organize the formulation of the long-term plan for the national economic and social development of the whole city and monitor and evaluate the implementation of the plan.
(4) Investment Section
monitors and analyzes the investment situation of fixed assets in the whole society, and formulates the control objectives, policies and measures for the total scale and investment structure of fixed assets in the whole society; Organize and determine the layout of major construction projects, prepare and issue plans for key construction projects, review major construction projects according to the prescribed authority, formulate government investment plans and plans, review and arrange municipal financial investment projects, prepare and issue municipal financial investment plans, and coordinate major issues in investment management and project construction; Drafting relevant normative documents and draft regulations on investment management of fixed assets; Put forward suggestions on deepening the reform policy of investment system and promoting social investment; Participate in the study and formulation of urban infrastructure and public supporting service facilities planning and construction plans; To undertake the comprehensive management of investment filing projects and the release of investment information; Coordinate and promote government investment in non-operating agent construction; Guide the development of engineering consulting industry; Put forward the objectives and policies of planning and structural optimization of utilizing foreign capital and overseas investment, and coordinate relevant major policies; According to the prescribed authority, review and report foreign investment projects, overseas investment projects and projects using foreign loans, and review and report for the issuance of confirmation letters for investment projects encouraged by the state; Work with relevant parties to formulate loan plans of international financial organizations and foreign governments and put forward major alternative projects.
(5) Transportation and Energy Section
undertakes the connection and balance between the comprehensive transportation development plan and the national economic and social development plan; Coordinate major issues of comprehensive transportation development; To undertake the coordination of planning and construction of trunk railway projects and intercity rail transit networks; Under the guidance of national and provincial plans and policies, organize the formulation of energy development strategies, plans and implementation of this Municipality, and coordinate major issues in energy development and reform; Coordinate and promote the development of electric power, natural gas, new energy and renewable energy, plan the layout of major energy projects, and guide and coordinate the development of rural energy; Coordinate energy conservation work in the energy industry; Review or approve the transportation and energy construction projects; Review and issue the city’s highway maintenance investment subsidy plan; Organize and participate in determining the city’s key transportation projects and power grid construction and transformation projects.
(6) Industry and Trade Section
Comprehensive analysis of major issues in the development of industry and service industry, coordinating the development planning of industry, service industry and high-tech industry with the national economic and social development planning and planning; Undertake the comprehensive utilization of resources and coordinate the development, popularization and application of major technical equipment; Coordinate the construction of major industrial bases; Organizing the formulation of development strategies, plans and major policies for the service industry, and coordinating major issues in the development of the service industry; Organize and report national and provincial high-tech industrialization projects; To examine and approve the investment projects of fixed assets in industry, communications and science and technology; Prepare and issue foreign trade export and local finance general budget revenue and important commodity circulation plans, report and organize the implementation of import and export plans for important commodities such as grain and cotton; Review the investment projects in the circulation field within the limit; Monitor and analyze the domestic and international market conditions, study and put forward trade development strategies and macro-management policy suggestions, be responsible for the total balance and macro-control of important commodities, and guide and supervise the local reserves of important commodities; To guide and coordinate the macro-control of grain and the emergency food security work in the city; Put forward strategic planning for the development of modern logistics industry in conjunction with relevant departments, and coordinate major issues in the reform of circulation system.

(VIII) Rural Economic Section
Comprehensively analyze the development of agriculture and rural economy, and put forward the development strategy of agriculture and rural economy; Organizing the formulation of development plans for agriculture, forestry, animal husbandry, ocean and fishery, water conservancy, etc.; To examine and report the construction projects and investment plans of agriculture, forestry, ocean and fishery, water conservancy and meteorology; Participate in the preparation of water resources allocation and conservation planning and ecological construction planning; Organize the formulation of regional coordinated development strategies and plans; Linking and balancing land use and annual plans; Coordinate the policies on land improvement, development, utilization and protection, and participate in the formulation of land policies; Organize the implementation of the main functional area planning; Put forward the strategies and measures to promote the development of county economy.
(9) Economic System Reform Section
To study major issues of economic system reform, organize and formulate comprehensive economic system reform plans, and coordinate relevant special reform plans; Put forward opinions on promoting the reform of the overall economic system; Coordinate the reform of commodity factor markets system and the supporting reform of rural economic system; To supervise and inspect the planning and implementation of economic system reform; Coordinate and solve major problems in the process of economic system reform; Participate in the drafting of relevant local documents and draft regulations; To undertake the legality review of relevant normative documents and relevant administrative reconsideration and administrative litigation; To study and analyze the financial and financial situation and put forward policy suggestions; To guide and coordinate the bidding work as required; Organize and coordinate major financing issues such as promoting the development of equity investment funds and venture capital; To undertake the audit and reporting of corporate (company) bonds issued by unlisted companies.

(11) National Economic Mobilization Office

(XIII) Charge Management Section
To implement the policies and regulations of higher authorities on charges; Responsible for the management and supervision of administrative fees and standards, and issue the License for Administrative Fees in Guangdong Province; In conjunction with relevant departments, do a good job in the comprehensive annual review of administrative fees; To manage the operating and service charges and the items and standards of medical treatment, education, road and bridge, and examine and approve the operating and service charges of the state, province and city; Issuing the License for Business and Service Charges in Guangdong Province; Carry out the work of clearing fees, controlling chaos and reducing burdens.
(14) Price Management Division (Market Supervision Division)
Responsible for the management of national, provincial and municipal listing management of industrial and agricultural products (commodities) prices, transportation, posts and telecommunications, communications, real estate prices and public utilities prices; Guide enterprises to do a good job in price management and pricing. To formulate measures for the supervision of the prices of goods and services with market-regulated prices; Formulate and implement the rules of price behavior of operators, supervise and standardize market price behavior, guide price self-discipline and coordinate price disputes; Organize price integrity activities to guide public opinion and social supervision of prices; Responsible for market price emergency work.
(fifteen) price inspection branch (city price reporting center)
Responsible for the supervision and inspection of the prices and charges of goods and services according to law, and put forward opinions on handling unfair price behaviors; Organize the implementation of clear price tag; Accept price complaints and reports; Organize and guide the price inspection and supervision institutions of the municipalities and districts to carry out price supervision and inspection.
